1. Call to Order and Quorum
The Chair called the meeting to order and confirmed a quorum of five. Mr. Abernathy-Loft asked that the minutes record the number of chairs in the room at the time of convening. The Chair declined, stating that the count is the subject of Item 5 and should not be taken twice.
2. Approval of the Minutes of the Previous Meeting
The Recording Secretary advised that there are no minutes of a previous meeting on file. Ms. Oduya stated that earlier meetings were held but not recorded. Mr. Penhallow asked who had decided this. The Chair stated that the decision predates the present Committee.
Motion by Ms. Oduya that the present meeting be designated Meeting 1 for filing purposes, seconded by Ms. Varga. Carried 5-0.
3. Report of the Provisions Inquiry Desk
The Desk received one message from one inquirer during the period of September 27 to October 4. The inquirer asked what the Committee eats. The Chair noted that the Committee does not take meals in session and that refreshments are not provided under the current budget. Ms. Varga asked whether the inquiry should have been answered at all. The Chair replied that the Desk had answered it, at stage 0, and that no tone concerns arise.
Mr. Penhallow wished it recorded that the place setting at the end of the table is not for refreshments. No member asked him to elaborate.
ACTION: General Affairs to draft a standard reply for future inquiries concerning Committee meals.
4. Provisions Issued
One provision was issued during the period: the Bison Hickory Smoked Snack Stick. Ms. Varga reported that this represents the entirety of weekly issue and, accordingly, the most frequently issued item. Mr. Penhallow asked whether the Standard Brand allocation for the item should be revisited. Ms. Varga said one issue does not constitute a pattern. Mr. Penhallow said it constitutes a start.
The matter was noted without action.
5. Nonconformance Report NCR-2026-0001 (Facilities, Closed)
Mr. Abernathy-Loft reported that a twelfth chair was observed in Conference Room 6B contrary to directive NF-GA-1996-031 (March 14, 1996). On review, the directive confirms that the twelfth chair is not to be returned to the room following the March 7 occurrence. Facilities will remove the chair and restore compliance.
Ms. Oduya asked who returned the chair. Mr. Abernathy-Loft said the report does not say. Ms. Oduya said that was her point. The Chair ruled the report closed as written.
ACTION: Facilities to remove the chair before the next meeting and confirm in writing.
6. Documents Released by Records Retrieval
The clerk reported that four documents were released in redacted form to the public record: NF-GA-1997-014 (handling of inquiries referring to the preceding year), NF-GA-1996-031 (second key to Room 6B), NF-GA-1998-112 (claim ticket 774211, Lost Property Desk), and NF-GA-1995-208 (telephone line 888-3345).
Ms. Oduya observed that NF-GA-1995-208 requests direction and that no direction appears on file. The Chair stated that the request is thirty-one years old and that a direction would now be premature. Mr. Penhallow asked that a further document, NF-GA-1996-044, concerning the eleventh chair of Room 6B, be located before any release is requested. The clerk said it would be located. Nobody asked why it had not been.
ACTION: General Affairs to report on the status of direction under NF-GA-1995-208. Mr. Penhallow expects no progress.
7. Venture Proposal VP-2026-0001 (Form NF-118)
Primary Operations submitted a proposal for a one-night census of every napkin dispenser in the Big Dog Diner and its former kiosks, with a count of napkins in each, to be published once. The stated reason is that nobody has counted since the kiosks closed. Two participants, one flashlight. The proposal requests pie for the participants.
Mr. Penhallow spoke in favor, noting that the form is complete in every field the Committee requires. Ms. Varga objected that the Diner archive is incomplete. Mr. Penhallow replied that this is the reason for the census. The Chair asked that the proceedings not be extended to the period of the Wars. Mr. Penhallow agreed. Ms. Oduya asked that the pie not be charged on Form NF-121.
Motion by Mr. Penhallow to approve, seconded by Mr. Abernathy-Loft. Carried 4-1, Ms. Varga opposed.
ACTION: Primary Operations to file the published count with General Affairs under a new reference, NF-PO-2026-001.
8. New Business
Ms. Oduya moved that the Committee request a reference number for the standard reply on Committee meals, to be filed as NF-GA-2026-088. Seconded by Ms. Varga. Carried 5-0.
There being no further business, the Chair adjourned the meeting.
