In the course of the annual line audit, the following was found regarding telephone line 888-3345.

1. The line has been billed monthly since 1987 to the account of NUSAINQ (legacy). The account is current. No instrument is assigned to it in the building directory.

2. The line was traced to a wall jack in Conference Room 6B. No handset is installed at the jack. The jack is covered by a brass plate that is not of Facilities manufacture.

3. The carrier reports that the line is answered approximately four times per month. The carrier does not record the answering party. All answered calls begin between 4:00 and 4:10 a.m. and last under one minute.

4. The carrier further reports that the incoming caller identifies the line by a name, ████████, which the carrier declined to repeat on the record.

5. Accounts Payable was asked whether the line may be discontinued. Accounts Payable replied that the account carries a standing instruction signed by ████████ and that the instruction predates the present directory.

6. The Organization does not take telephone inquiries. This office has therefore not placed a test call and does not intend to.

Direction is requested on the following: (a) whether billing is to continue; (b) whether the brass plate is to be removed; (c) who, if anyone, is to be notified of the answered calls.

Pending direction, Building Services has been asked not to enter Room 6B between 3:30 and 4:30 a.m. This restriction is already observed informally.
