Any member of personnel, at any grade, may propose a venture. Endorsement by a division head is not required and confers no advantage. Submit this form to the General Affairs Division.
A venture is a body assembled for a single undertaking and dissolved on its conclusion. It has no permanent establishment and no budget of its own.

| Muster | Personnel join voluntarily. A decision not to join is not recorded on the file, is not reportable, and is not to be raised at review. A venture that does not muster is withdrawn without prejudice to the proposer. |

| Execution | The venture proceeds on its own authority within the terms of this proposal. Speed is the operative virtue. A venture requiring central coordination while in progress has been badly proposed. |
| Risk | Risk is held by the venture and not by its participants. |
| Observance | Costs of observance are authorized in advance and charged to the Organization, not to the participants. A venture concluded without observance is recorded as incomplete. Do not submit observance costs on Form NF-121. |
A proposal that cannot be stated on this form has not been thought through and will be returned. A returned proposal is not an adverse finding and is not recorded on your file.
